Don't let the lightbulb on his vest fool you. Jay is as daft as a brush. The other kids see him as a complete dope. But he's definetly not a bad person. He's very charismatic, and doesn't stop to think about speaking his mind. He's also very friendly and optimistic...or maybe he's just oblivious, who knows.
But one thing's for sure, with Jay's hyperactivity and optimism, and Phil's brains and cautious nature, they make an odd, but efficient team.
